The EANGUS Legislative Quarterly Summit is almost here!

This event provides our members the opportunity to Learn about the latest legislative issues affecting the National Guard and their families. EANGUS brings in experts from the government and other organizations to speak about the latest legislative developments and to answer questions from members. Advocate for your interest on Capitol Hill. EANGUS members meet with their Congressional representatives and staff to discuss their concerns, urging them to support legislation that is beneficial to the National Guard. Build relationships with other EANGUS members and with Congressional staff. The summit provides a forum for EANGUS members from across the country to network with each other and share their ideas and experiences. It also allows members to meet with Congressional staff and NGB staff to build relationships with the people who are working on legislation and policy that affects you. No matter your Rank or time in service, this is your opportunity to be heard.

This is also an essential event for the EANGUS Legislative Team and the organization. It is an opportunity for EANGUS to solidify its legislative positions and to start the legislative information process in Congress.

The EANGUS Legislative Quarterly Summit can be beneficial for its members by:

  • Informing our members who are concerned about the impact of potential budget cuts on the National Guard can learn about the latest legislative proposals and can meet with their Congressional representatives to advocate for their interests.
  • Our members who are interested in seeing a change to the way that National Guard members are compensated can learn about the legislation that has been introduced to address this issue and can meet with Congressional staff to discuss their support for the legislation.
  • Our members who are interested in becoming more involved in the legislative process can learn about how to advocate for their interests and build relationships with other EANGUS members and with Congressional staff.

Overall, the EANGUS Legislative Quarterly Summit is an essential event for its members because it provides them with the information, tools, and relationships they need to advocate for their interests on Capitol Hill. As you know, the EANGUS Legislative team initiated a Call-To-Action regarding healthcare on June 30, 2023. That Call-to-Action when to the US House of Representatives only. Now it is time for the US to push the Same legislative ask to the US Senate.

EANGUS strongly supports the re-introduction of S. 5142 Healthcare for Our Troops Act, introduced during the 117th Congress. This legislation would have provided Reserve Component (R.C.) servicemembers with zero-cost TRICARE insurance. Additionally, this legislation expands TRICARE eligibility to R.C. servicemembers currently working for the federal government in their civilian capacity.

S.5142 – Healthcare for Our Troops Act was introduced by Sen Tammy Baldwin (WI) and Sen Susan Collins (ME) on November 29, 2022, during the 117th Congress 2nd Session.

Servicemembers are required to meet medical deployment ability requirements. An estimated 130,000 National Guardsmen and Reservists do not have health insurance under the currently disjointed systems of third-party health contractors and Periodic Health Assessments (PHAs), significantly impacting the Reserve Component’s medical readiness. Inconsistent healthcare coverage for members of the Reserve Component makes meeting these requirements difficult to achieve.
S. 5142, Healthcare for Our Troops Act, would have ensured servicemembers meet the medical standards of a deployable force at no cost to the servicemember. This change provides the Department of Defense (DoD) with a powerful recruiting and retention tool and a significant employer incentive to retain talented individuals in gainful civilian employment.

EANGUS does not believe that dental care only will make a significant improvement in medical readiness. As a last resort effort, the Reserve components use mitigating systems to provide zero-cost dental care and improve dental readiness. They currently use mass medical events with dental providers, a dental voucher system, and send servicemembers to providers near annual training facilities at the cost of the reserve components. With all these systems currently in place, there is no reason to believe that dental insurance solely would significantly improve reserve component readiness. Furthermore, no such plan, system, or program for healthcare currently exists. Healthcare issues are often more complex, time-consuming, and expensive to correct. We believe the most significant impact would be that the enlisted, especially our junior ranking members, would have to take more time away from civilian employers to complete the required dental care currently provided during their military service time.

Under current law, National Guard and Reserve servicemembers who are federal employees in their civilian capacity are ineligible to enroll in TRS. This creates confusion in coordinating benefits for servicemembers and their families and prevents servicemembers from establishing continuity of care and treatment as they deploy or transition in or out of the federal government. S. 5142 would have struck the language that disallows servicemembers from accessing TRS simply due to working for the federal government in their civilian capacity.

EANGUS strongly supports S. 503 and H.R. 3048, the Space National Guard Establishment Act. This bipartisan legislation would create the Space National Guard as the primary reserve component of the U.S. Space Force.

S. 503 was introduced by Sen. Dianne Feinstein, D-Calif., and Sen. Marco Rubio, R-Fla., on Feb. 16, 2023. The Senate bill was co-sponsored by Sen. Alex Padilla, D-Calif., Sen. John Hickenlooper, D-Colo., Sen. Lisa Murkowski, R-Alaska, Sen. Marsha Blackburn, R-Tenn., Sen. Michael Bennet, D-Colo., Sen. Rick Scott, R-Fla., Sen. Mike Braun, R-Ind., Sen. Kyrsten Sinema, I-Ariz., and Sen. Jacky Rosen, D-Nev. This is the second time Feinstein and Rubio have introduced this legislation.

Companion legislation to this Senate bill was included in the last two versions of the National Defense Authorization Act introduced in the House. Rep. Jason Crow, D-Colo., and Rep. Doug Lamborn, R-Colo., reintroduced a House version of the Space National Guard Establishment Act on May 2, 2023. The House bill was cosponsored by Rep. Salud Carbajal, D-Calif., Rep. William Keating, D-Mass., Rep. John Rutherford, R-Fla., Rep. Steve Womack, R-Ark., Rep. Jared Moskowitz, D-Fla., Rep. Sylvia Garcia, D-Texas, Rep. Ed Case, D-Hawaii, Rep. Jack Bergman, R-Mich., Rep. Jill Tokuda, D-Hawaii, and Rep. Brittany Pettersen, D-Colo.

S. 503 and H.R. 3048, if enacted, would allow the nearly 1,000 airmen currently performing space missions in the National Guard to continue executing these crucial missions unimpeded while providing the Space Force with combat surge capabilities and delivering space-trained personnel and capabilities to support domestic operations and natural disasters.

The Department of Defense is fielding two options regarding reserve components within the Space Force, but has proposed merging all space missions into a full- and part-time force with no Space Guard.

EANGUS 9/11 Remembrance Event

EANGUS works to improve and protect the benefits of the men and women serving in the National Guard and their families.

9/11 was a watershed moment for the National Guard. The attacks on the World Trade Center, the Pentagon, and a field in Shanksville, Pennsylvania, thrust the Guard into a new era of homeland defense and overseas warfighting. In the immediate aftermath of the attacks, the Guard mobilized more than 50,000 troops to provide security at airports, bridges, and other critical infrastructure. Guard units also assisted with search and rescue operations at Ground Zero in New York City and the Pentagon.

In the years since 9/11, the Guard has played a vital role in the War on Terror. Guard units have deployed to Afghanistan, Iraq, and other countries in the Middle East. They have also supported homeland defense missions, such as Operation Noble Eagle, which involved the deployment of fighter jets to patrol American airspace. The National Guard has also been involved in a number of other domestic missions since 9/11. Guard units have responded to natural disasters like Hurricane Katrina and Superstorm Sandy. They have also provided security at major events, such as the Super Bowl and the Olympics.

9/11 changed the National Guard in many ways. The Guard is now a more visible and active part of American life. It is also a more versatile force, capable of responding to a wide range of threats. The Guard’s role in the War on Terror and other homeland defense missions will likely continue for many years. “It is foolish and wrong to mourn the men who died. Rather, we should thank God that such men lived,” said George S. Patton.

This event is dedicated to those who have fallen. Our 9/11 Remembrance Gala is not only about remembering and honoring those who have made the ultimate sacrifice, it is about celebrating life and the human spirit, along with the contributions of the National Guard in furthering the future of America.

On 9/11/2024, we will gather to remember our past and thank God for our National Guard heroes.

We must maintain 25 Fighter Wings in the Air National Guard

The Air National Guard (ANG) is vital to the United States’ national security. With 25 fighter wings, the ANG provides a significant portion of the Air Force’s combat capability. However, the ANG is facing several challenges, including aging aircraft and budget cuts. These challenges have led some to argue that the ANG should be reduced in size. However, there are several reasons why the ANG needs to maintain 25 fighter wings.

The ANG is a cost-effective way to maintain a large fighter force. The ANG is able to operate at a lower cost than the active-duty Air Force because it relies on part-time pilots and maintainers. This allows the ANG to provide significant combat capability relatively cheaply.

The ANG is a critical part of the nation’s homeland defense. The ANG is responsible for nearly 94 percent of the homeland air defense missions. This means that the ANG is the first line of defense against any aerial attack on the United States.

The ANG is vital to the Air Force’s global power projection capabilities. The ANG can quickly deploy its fighter wings anywhere in the world. This allows the Air Force to respond to crises quickly and decisively.

The ANG is a vital part of the nation’s economy. The ANG supports over 100,000 jobs and generates over $10 billion annually in economic activity. This economic impact is felt in communities across the country.

The ANG is a source of national pride. The ANG is composed of citizen airmen who are dedicated to serving their country. The ANG’s fighter wings symbolize the nation’s strength and resolve.

The ANG is essential to deterring aggression. The ANG’s large fighter force helps to deter other countries from aggressing against the United States. By maintaining a credible deterrent, the ANG helps to keep the nation safe.
The ANG is necessary to fight and win wars. The ANG’s fighter wings have played a critical role in every significant conflict since World War II. The ANG’s fighter pilots and maintainers are some of the best in the world, and they are essential to the success of the Air Force in combat.

The ANG is essential to meet the growing threat from China and Russia. China and Russia are investing heavily in their militaries and developing new weapons and technologies that pose an increasing threat to the United States. The ANG’s fighter wings are essential to maintaining the United States’ military edge over China and Russia.

For all these reasons, the ANG must maintain 25 fighter wings. The ANG is a cost-effective, critical, and essential component of the United States’ national security. Reducing the size of the ANG would weaken the nation’s defense and put its security at risk. But still, our fighter wings remain in danger. Two states have lost their current platform of A10s and have not received word of a new platform, putting them in jeopardy of not continuing their fighter mission. Even after states put in hundreds of millions of dollars to extend runways, something that was instructed had to be complete before a new platform was assigned, there has still been no news of a new fighter platform being assigned.
In addition to the reasons listed above, there are several other benefits to maintaining a large ANG fighter force. For example, the ANG provides a valuable training ground for the active-duty Air Force. The ANG’s fighter pilots and maintainers can train side-by-side with their active-duty counterparts, which helps ensure that the Air Force is always ready for combat.

The ANG also plays a vital role in disaster relief and humanitarian assistance operations. The ANG’s fighter wings can quickly deploy to disaster areas and provide essential support to those affected. For example, the ANG played a critical role in the aftermath of Hurricane Katrina and Hurricane Sandy.
Additionally, the ANG plays an essential role in public diplomacy. The ANG’s fighter wings participate in air shows and other events worldwide. These events help to promote the United States military and to build relationships with other countries.

In conclusion, there are numerous reasons why the Air National Guard needs to maintain 25 fighter wings. The ANG is a cost-effective, critical, and essential component of the United States’ national security. Reducing the size of the ANG would weaken the nation’s defense and put its security at risk. The Army and Air National Guard continue to suffer from budget cuts and lack of equipment even after proven they are always ready to accept any mission, regardless of size. The National Guard has activated more than 390,000 servicemembers since March 2020, displaying their value and showing that they are far more versatile than their active-duty counterparts.

As you know, the EANGUS Legislative team initiated a Call-To-Action regarding healthcare on June 30, 2023. That Call-to-Action when to the US House of Representatives only. Now it is time for the US to push the Same legislative ask to the US Senate.

EANGUS strongly supports the re-introduction of S. 5142 Healthcare for Our Troops Act, introduced during the 117th Congress. This legislation would have provided Reserve Component (R.C.) servicemembers with zero-cost TRICARE insurance. Additionally, this legislation expands TRICARE eligibility to R.C. servicemembers currently working for the federal government in their civilian capacity.

S.5142 – Healthcare for Our Troops Act was introduced by Sen Tammy Baldwin (WI) and Sen Susan Collins (ME) on November 29, 2022, during the 117th Congress 2nd Session.

Servicemembers are required to meet medical deployment ability requirements. An estimated 130,000 National Guardsmen and Reservists do not have health insurance under the currently disjointed systems of third-party health contractors and Periodic Health Assessments (PHAs), significantly impacting the Reserve Component’s medical readiness. Inconsistent healthcare coverage for members of the Reserve Component makes meeting these requirements difficult to achieve.
S. 5142, Healthcare for Our Troops Act, would have ensured servicemembers meet the medical standards of a deployable force at no cost to the servicemember. This change provides the Department of Defense (DoD) with a powerful recruiting and retention tool and a significant employer incentive to retain talented individuals in gainful civilian employment.

EANGUS does not believe that dental care only will make a significant improvement in medical readiness. As a last resort effort, the Reserve components use mitigating systems to provide zero-cost dental care and improve dental readiness. They currently use mass medical events with dental providers, a dental voucher system, and send servicemembers to providers near annual training facilities at the cost of the reserve components. With all these systems currently in place, there is no reason to believe that dental insurance solely would significantly improve reserve component readiness. Furthermore, no such plan, system, or program for healthcare currently exists. Healthcare issues are often more complex, time-consuming, and expensive to correct. We believe the most significant impact would be that the enlisted, especially our junior ranking members, would have to take more time away from civilian employers to complete the required dental care currently provided during their military service time.

Under current law, National Guard and Reserve servicemembers who are federal employees in their civilian capacity are ineligible to enroll in TRS. This creates confusion in coordinating benefits for servicemembers and their families and prevents servicemembers from establishing continuity of care and treatment as they deploy or transition in or out of the federal government. S. 5142 would have struck the language that disallows servicemembers from accessing TRS simply due to working for the federal government in their civilian capacity.

EANGUS strongly supports S. 503 and H.R. 3048, the Space National Guard Establishment Act. This bipartisan legislation would create the Space National Guard as the primary reserve component of the U.S. Space Force.

S. 503 was introduced by Sen. Dianne Feinstein, D-Calif., and Sen. Marco Rubio, R-Fla., on Feb. 16, 2023. The Senate bill was co-sponsored by Sen. Alex Padilla, D-Calif., Sen. John Hickenlooper, D-Colo., Sen. Lisa Murkowski, R-Alaska, Sen. Marsha Blackburn, R-Tenn., Sen. Michael Bennet, D-Colo., Sen. Rick Scott, R-Fla., Sen. Mike Braun, R-Ind., Sen. Kyrsten Sinema, I-Ariz., and Sen. Jacky Rosen, D-Nev. This is the second time Feinstein and Rubio have introduced this legislation.

Companion legislation to this Senate bill was included in the last two versions of the National Defense Authorization Act introduced in the House. Rep. Jason Crow, D-Colo., and Rep. Doug Lamborn, R-Colo., reintroduced a House version of the Space National Guard Establishment Act on May 2, 2023. The House bill was cosponsored by Rep. Salud Carbajal, D-Calif., Rep. William Keating, D-Mass., Rep. John Rutherford, R-Fla., Rep. Steve Womack, R-Ark., Rep. Jared Moskowitz, D-Fla., Rep. Sylvia Garcia, D-Texas, Rep. Ed Case, D-Hawaii, Rep. Jack Bergman, R-Mich., Rep. Jill Tokuda, D-Hawaii, and Rep. Brittany Pettersen, D-Colo.

S. 503 and H.R. 3048, if enacted, would allow the nearly 1,000 airmen currently performing space missions in the National Guard to continue executing these crucial missions unimpeded while providing the Space Force with combat surge capabilities and delivering space-trained personnel and capabilities to support domestic operations and natural disasters.

The Department of Defense is fielding two options regarding reserve components within the Space Force, but has proposed merging all space missions into a full- and part-time force with no Space Guard.

EANGUS 9/11 Remembrance Event

EANGUS works to improve and protect the benefits of the men and women serving in the National Guard and their families.

9/11 was a watershed moment for the National Guard. The attacks on the World Trade Center, the Pentagon, and a field in Shanksville, Pennsylvania, thrust the Guard into a new era of homeland defense and overseas warfighting. In the immediate aftermath of the attacks, the Guard mobilized more than 50,000 troops to provide security at airports, bridges, and other critical infrastructure. Guard units also assisted with search and rescue operations at Ground Zero in New York City and the Pentagon.

In the years since 9/11, the Guard has played a vital role in the War on Terror. Guard units have deployed to Afghanistan, Iraq, and other countries in the Middle East. They have also supported homeland defense missions, such as Operation Noble Eagle, which involved the deployment of fighter jets to patrol American airspace. The National Guard has also been involved in a number of other domestic missions since 9/11. Guard units have responded to natural disasters like Hurricane Katrina and Superstorm Sandy. They have also provided security at major events, such as the Super Bowl and the Olympics.

9/11 changed the National Guard in many ways. The Guard is now a more visible and active part of American life. It is also a more versatile force, capable of responding to a wide range of threats. The Guard’s role in the War on Terror and other homeland defense missions will likely continue for many years. “It is foolish and wrong to mourn the men who died. Rather, we should thank God that such men lived,” said George S. Patton.

This event is dedicated to those who have fallen. Our 9/11 Remembrance Gala is not only about remembering and honoring those who have made the ultimate sacrifice, it is about celebrating life and the human spirit, along with the contributions of the National Guard in furthering the future of America.

On 9/11/2024, we will gather to remember our past and thank God for our National Guard heroes.

EANGUS works to improve and protect the benefits of the men and women serving in the National Guard and their families.

9/11 was a watershed moment for the National Guard. The attacks on the World Trade Center, the Pentagon, and a field in Shanksville, Pennsylvania, thrust the Guard into a new era of homeland defense and overseas warfighting. In the immediate aftermath of the attacks, the Guard mobilized more than 50,000 troops to provide security at airports, bridges, and other critical infrastructure. Guard units also assisted with search and rescue operations at Ground Zero in New York City and the Pentagon.

In the years since 9/11, the Guard has played a vital role in the War on Terror. Guard units have deployed to Afghanistan, Iraq, and other countries in the Middle East. They have also supported homeland defense missions, such as Operation Noble Eagle, which involved the deployment of fighter jets to patrol American airspace. The National Guard has also been involved in a number of other domestic missions since 9/11. Guard units have responded to natural disasters like Hurricane Katrina and Superstorm Sandy. They have also provided security at major events, such as the Super Bowl and the Olympics.

9/11 changed the National Guard in many ways. The Guard is now a more visible and active part of American life. It is also a more versatile force, capable of responding to a wide range of threats. The Guard’s role in the War on Terror and other homeland defense missions will likely continue for many years. “It is foolish and wrong to mourn the men who died. Rather, we should thank God that such men lived,” said George S. Patton.

This event is dedicated to those who have fallen. Our 9/11 Remembrance Gala is not only about remembering and honoring those who have made the ultimate sacrifice, it is about celebrating life and the human spirit, along with the contributions of the National Guard in furthering the future of America.

On 9/11/2024, we will gather to remember our past and thank God for our National Guard heroes.

National Guard and Reserve GI Bill Parity 

As of August, the House and the Senate have both completed their Draft of the National Defense Authorization Act. The National Defense Authorization Act (NDAA) is legislation that Congress passes each year to change the policies and organization of United States defense agencies and provide guidance on how military funding can be spent.

The NDAA is an annual bill that lets Congress set guidelines for defense policy. Though funding for the U.S. military must be approved through appropriations bills, Congress uses the NDAA to establish defense priorities, make organizational changes to military agencies, and provide guidance on how funding should be used.

In addition to the Department of Defense, the legislation also covers military-related programs run by other agencies, such as the Department of Energy’s nuclear weapons programs and the Federal Bureau of Investigation’s counterintelligence activities.

A relatively rare example of bipartisanship in Congress, the NDAA has been passed for 60 straight years. That consistency has also made the bill a popular vehicle for tacking on legislation that has little to do with defense.

The Enlisted Association of the National Guard of the United States (EANGUS), on behalf of nearly 450,000 Guardsmen across the 50 states, three territories, and the District of Columbia constantly urges the 118th Congress to legislate a G.I. Bill parity for the National Guard and Reservist.

H.R. 1836 – Guard and Reserve GI Bill Parity Act passed the House of Representatives on January 12th, 2022, during the 117th Congress. This bill aimed to eliminate most confusion over which types of duty allow the Guard and Reserve members to qualify for federal education benefits. H.R. 1836 enables all days in service, including weekend drills, annual training, and specific state active duties such as 502(f), to count toward the Post-9/11 GI Bill.

Additionally, there was a Senate version of the National Guard GI Bill parity, S.2644 – the Guard, Reserve, and Active-Duty Department of Veterans Affairs Educational Assistance Parity (GRAD) Act.

The Guard and Reserve GI Bill Parity Act and GRAD Act have come during an unprecedented time for the National Guard and Reserve Component. In the last 20 months, the National Guard and Reserves have activated more than 200,000 servicemembers for domestic missions to provide pandemic relief, combat wildfires, secure the U.S.-Mexico border, and protect the U.S. Capitol after January 6th protests. Many of these missions are ongoing, with no clear end in sight.

Unlike our Active Component peers, a day in the National Guard or Reserve does not always equal one day of service: regular weekend training days and annual training do not count toward benefits. As wars wind down, federal deployments abroad have decreased, making it much more difficult for Reserve Component Servicemembers to earn federal benefits, including the GI Bill, despite frequent rotations for missions at home and regularly scheduled training.

We must ensure these Servicemembers have the same benefit under Post 9/11 GI Bill as their active-duty counterparts. We are optimistic that the House and Senate can come to a bipartisan agreement on these two pieces of legislation and provide what will be the most consequential. Change to the post 9-11 GI Bill, specifically for the Reserve Component, since the inception of the program.

As you know, the EANGUS Legislative team initiated a Call-To-Action regarding healthcare on June 30, 2023. That Call-to-Action when to the US House of Representatives only. Now it is time for the US to push the Same legislative ask to the US Senate.

EANGUS strongly supports the re-introduction of S. 5142 Healthcare for Our Troops Act, introduced during the 117th Congress. This legislation would have provided Reserve Component (R.C.) servicemembers with zero-cost TRICARE insurance. Additionally, this legislation expands TRICARE eligibility to R.C. servicemembers currently working for the federal government in their civilian capacity.

S.5142 – Healthcare for Our Troops Act was introduced by Sen Tammy Baldwin (WI) and Sen Susan Collins (ME) on November 29, 2022, during the 117th Congress 2nd Session.

Servicemembers are required to meet medical deployment ability requirements. An estimated 130,000 National Guardsmen and Reservists do not have health insurance under the currently disjointed systems of third-party health contractors and Periodic Health Assessments (PHAs), significantly impacting the Reserve Component’s medical readiness. Inconsistent healthcare coverage for members of the Reserve Component makes meeting these requirements difficult to achieve.
S. 5142, Healthcare for Our Troops Act, would have ensured servicemembers meet the medical standards of a deployable force at no cost to the servicemember. This change provides the Department of Defense (DoD) with a powerful recruiting and retention tool and a significant employer incentive to retain talented individuals in gainful civilian employment.

EANGUS does not believe that dental care only will make a significant improvement in medical readiness. As a last resort effort, the Reserve components use mitigating systems to provide zero-cost dental care and improve dental readiness. They currently use mass medical events with dental providers, a dental voucher system, and send servicemembers to providers near annual training facilities at the cost of the reserve components. With all these systems currently in place, there is no reason to believe that dental insurance solely would significantly improve reserve component readiness. Furthermore, no such plan, system, or program for healthcare currently exists. Healthcare issues are often more complex, time-consuming, and expensive to correct. We believe the most significant impact would be that the enlisted, especially our junior ranking members, would have to take more time away from civilian employers to complete the required dental care currently provided during their military service time.

Under current law, National Guard and Reserve servicemembers who are federal employees in their civilian capacity are ineligible to enroll in TRS. This creates confusion in coordinating benefits for servicemembers and their families and prevents servicemembers from establishing continuity of care and treatment as they deploy or transition in or out of the federal government. S. 5142 would have struck the language that disallows servicemembers from accessing TRS simply due to working for the federal government in their civilian capacity.

EANGUS strongly supports S. 503 and H.R. 3048, the Space National Guard Establishment Act. This bipartisan legislation would create the Space National Guard as the primary reserve component of the U.S. Space Force.

S. 503 was introduced by Sen. Dianne Feinstein, D-Calif., and Sen. Marco Rubio, R-Fla., on Feb. 16, 2023. The Senate bill was co-sponsored by Sen. Alex Padilla, D-Calif., Sen. John Hickenlooper, D-Colo., Sen. Lisa Murkowski, R-Alaska, Sen. Marsha Blackburn, R-Tenn., Sen. Michael Bennet, D-Colo., Sen. Rick Scott, R-Fla., Sen. Mike Braun, R-Ind., Sen. Kyrsten Sinema, I-Ariz., and Sen. Jacky Rosen, D-Nev. This is the second time Feinstein and Rubio have introduced this legislation.

Companion legislation to this Senate bill was included in the last two versions of the National Defense Authorization Act introduced in the House. Rep. Jason Crow, D-Colo., and Rep. Doug Lamborn, R-Colo., reintroduced a House version of the Space National Guard Establishment Act on May 2, 2023. The House bill was cosponsored by Rep. Salud Carbajal, D-Calif., Rep. William Keating, D-Mass., Rep. John Rutherford, R-Fla., Rep. Steve Womack, R-Ark., Rep. Jared Moskowitz, D-Fla., Rep. Sylvia Garcia, D-Texas, Rep. Ed Case, D-Hawaii, Rep. Jack Bergman, R-Mich., Rep. Jill Tokuda, D-Hawaii, and Rep. Brittany Pettersen, D-Colo.

S. 503 and H.R. 3048, if enacted, would allow the nearly 1,000 airmen currently performing space missions in the National Guard to continue executing these crucial missions unimpeded while providing the Space Force with combat surge capabilities and delivering space-trained personnel and capabilities to support domestic operations and natural disasters.

The Department of Defense is fielding two options regarding reserve components within the Space Force, but has proposed merging all space missions into a full- and part-time force with no Space Guard.

The House Has Completed Markup

The House Armed Services Committee completed its markup of the FY 2024 National Defense Authorization Act markup. The committee released the executive summary of their markup, and the total bill is expected to be released in the coming days as HASC completes its markup of the NDAA. As the bill heads to the House floor for consideration, EANGUS’s Legislative team will continue ensuring our Enlisted values and needs are at the forefront of every Congressmen’s mind.

Summary funding: The House Armed Services Committee authorizes $841.5 billion for the NDAA topline and $400 million for defense-related activities outside NDAA jurisdiction for an $874.2 billion total national defense topline.

  • $841.5 billion for the Department of Defense
    o    $500 million under the PB request
  • Authorizes funding for all other unfunded requirements as requested by the Chief of the National Guard Bureau and the Commanders of EUCOM, AFRICOM, CENTCOM, NORTHCOM, and SOUTHCOM
  • Establishes and implements a Space National Guard
  • Authorizes the Chief of each military service Reserve Component to be a three-star officer.
  • Directs the Comptroller General to review the capabilities provided by the Reserve Components to respond to near-peer conflict scenarios and their readiness.

Army National Guard

  • Authorizes funding for ARNG end strength at 325,000 Soldiers.
    o    Consistent with PB Request and FY23
  • $554.7 million for Armored Multi-Purpose Vehicles (AMPV)
  • $828.9 million for the modernization of 42 AH-64E Apache Block IIIA helicopters for the Army
  • No request for AH-64E Apache Block IIIB new-build helicopters
  • $760.75 million for 24 UH-60M Black Hawk helicopters for the Army
  • $153.2 million for 26 UH-60 Black Hawk L and V model helicopters for the Army

  • Directs the Secretary of the Army to brief the House Committee on Armed Services not later than December 1, 2023, on how the Army plans to incorporate digital engineering, artificial intelligence, and other dual-use capabilities to assess FVL rotorcraft drive systems.
  • Requires the Secretary of Defense, Secretary of the Army, and CNGB to provide a briefing, by no later than March 1, 2024, on the feasibility of transferring a portion of any projected Army recruit shortfalls to the Army National Guard for allocation to State Guard formations.
  • Directs the Secretary of the Army and CNGB to submit a report to the House Committee on Armed Services not later than February 1, 2024, on the Army’s plans for the integration of the MQ-1C into the National Guard and the potential benefits and drawbacks of further integrating it into the National Guard’s operational capabilities.

Air National Guard

  • Appropriates funding for ANG end strength at 108,400 Airmen.
    o    Consistent with PB Request
  • Prohibits reduction of C-130 aircraft assigned to the National Guard at 271 with a sunset date of October 1, 2024
  • Reduces minimum inventory requirements of A-10 aircraft in FY23 to 135
    o    Reduction of 18 from 153 to 135
  • $5.1 billion for F-35A Lightning II aircraft for the Air Force
    o    $124.8 million less than requested.
  • $2.7 billion for F-15EX aircraft for the Air Force

  • Directs the Secretary of the Air Force and the Secretary of the Navy to annually submit a report to the congressional defense committees, concurrent with the President’s budget request, regarding each Department’s Next Generation Air Dominance and Collaborative Combat Aircraft acquisition programs.
  • Directs the Secretary of the Army and CNGB to submit a report to the House Committee on Armed Services not later than March 1, 2024, on remotely piloted aircraft units with launch and recovery elements that are geographically separated from mission control and maintenance elements.
  • Joint-Personnel
  • Requests a 5.2 percent military and civilian personnel pay raise.
    o    0.6 percent more than enacted FY23 levels
  • $83.5 million for National Guard Youth Challenge program
  • $50 million for National Guard STARBASE program

  • Directs the Secretary of Defense to provide the House Committee on Armed Services a report identifying current suicide prevention training efforts, any gaps in suicide prevention training, and measures of effectiveness.
  • Directs the Comptroller General to submit a report to the House Committee on Armed Services, a comprehensive review of the scope of unpaid and delayed payments to service members and their families, and provide recommendations for improving efficiencies.
  • Removes the Basic Allowance for Housing from the calculation of service member eligibility for the Basic Needs Allowance
  • Directs the Director of NGB to brief the House Committee on Armed Services, not later than December 31, 2023, on current gaps in how the National Guard Bureau and the 54 State National Guard organizations would like to deploy their array of resources better.
  • Directs the Under Secretary of Defense for Research and Engineering, the Commander, Air Force Research Laboratory, the Assistant Secretary of the Army for Acquisition, Technology, and Logistics, and others to provide a briefing to the House Committee on Armed Services not later than December 31, 2023, on incorporating NGB into training for Electronic Warfare (EW) and Multi-domain Operations (MDO) for the Northeast.
  • Directs the Assistant Secretary of Defense for Cyber Policy, in coordination with the Commander, U.S. Cyber Command, to submit a report to the Senate Committee on Armed Services and the House Committee on Armed Services not later than May 31, 2024, on utilization of National Guard and Reserve Forces in Cyberspace Operations

This legislation would have provided Reserve Component (R.C.) servicemembers with zero-cost TRICARE insurance. Additionally, this legislation expands TRICARE eligibility to R.C. servicemembers currently working for the federal government in their civilian capacity.

S.5142 – Healthcare for Our Troops Act was introduced by Sen Tammy Baldwin (WI) and Sen Susan Collins (ME) on November 29, 2022, during the 117th Congress 2nd Session.

Servicemembers are required to meet medical deployment ability requirements. An estimated 130,000 National Guardsmen and Reservists do not have health insurance under the currently disjointed systems of third-party health contractors and Periodic Health Assessments (PHAs), significantly impacting the Reserve Component’s medical readiness. Inconsistent healthcare coverage for members of the Reserve Component makes meeting these requirements difficult to achieve.
S. 5142, Healthcare for Our Troops Act, would have ensured servicemembers meet the medical standards of a deployable force at no cost to the servicemember. This change provides the Department of Defense (DoD) with a powerful recruiting and retention tool and a significant employer incentive to retain talented individuals in gainful civilian employment.

EANGUS does not believe that dental care only will make a significant improvement in medical readiness. As a last resort effort, the Reserve components use mitigating systems to provide zero-cost dental care and improve dental readiness. They currently use mass medical events with dental providers, a dental voucher system, and send servicemembers to providers near annual training facilities at the cost of the reserve components. With all these systems currently in place, there is no reason to believe that dental insurance solely would significantly improve reserve component readiness. Furthermore, no such plan, system, or program for healthcare currently exists. Healthcare issues are often more complex, time-consuming, and expensive to correct. We believe the most significant impact would be that the enlisted, especially our junior ranking members, would have to take more time away from civilian employers to complete the required dental care currently provided during their military service time.

Under current law, National Guard and Reserve servicemembers who are federal employees in their civilian capacity are ineligible to enroll in TRS. This creates confusion in coordinating benefits for servicemembers and their families and prevents servicemembers from establishing continuity of care and treatment as they deploy or transition in or out of the federal government. S. 5142 would have struck the language that disallows servicemembers from accessing TRS simply due to working for the federal government in their civilian capacity.

Companion legislation to this Senate bill was included in the last two versions of the National Defense Authorization Act introduced in the House. Rep. Jason Crow, D-Colo., and Rep. Doug Lamborn, R-Colo., reintroduced a House version of the Space National Guard Establishment Act on May 2, 2023. The House bill was cosponsored by Rep. Salud Carbajal, D-Calif., Rep. William Keating, D-Mass., Rep. John Rutherford, R-Fla., Rep. Steve Womack, R-Ark., Rep. Jared Moskowitz, D-Fla., Rep. Sylvia Garcia, D-Texas, Rep. Ed Case, D-Hawaii, Rep. Jack Bergman, R-Mich., Rep. Jill Tokuda, D-Hawaii, and Rep. Brittany Pettersen, D-Colo.

S. 503 and H.R. 3048, if enacted, would allow the nearly 1,000 airmen currently performing space missions in the National Guard to continue executing these crucial missions unimpeded while providing the Space Force with combat surge capabilities and delivering space-trained personnel and capabilities to support domestic operations and natural disasters.

The Department of Defense is fielding two options regarding reserve components within the Space Force, but has proposed merging all space missions into a full- and part-time force with no Space Guard.

Ensuring benefits parity between the National Guard and the active component has always been a priority for EANGUS. Over the last several years, EANGUS has worked with Congress to address issues such as allowing National Guard Servicemembers to receive 180 days of premium-free transitional health care benefits under the Transitional Assistance Management Program (TAMP) after serving more than 30 consecutive days on active duty to support COVID-19 response as well as advocating for equal pay for National Guard Servicemembers assigned to and performing hazardous duty jobs.

In the Fiscal Year (F.Y.) 2022 National Defense Authorization Act (NDAA), Congress approved section 602, which authorizes the reserve components of the Armed Forces to incentive pay in the same monthly amount as that paid to the Active Components performing comparable work requiring comparable skills. For example, a National Guard Servicemember qualified and assigned to an airborne position would be entitled to receive the full airborne hazardous duty pay that an Active Component servicemember receives instead of the prorated 1/30th of the pay for each day on duty. The qualifications, requirements, and risks of performing a hazardous duty job are the same regardless of the component a Servicemember serves. It is fantastic that Congress has finally taken this step to close this parity gap. However, even though Congress approved this section, there is still specific language in the text that does not allow implementation of this benefit until the Secretary of Defense submits a report to Congress no later than September 30, 2022, outlining the steps to implement this as well as the cost associated with it.

Furthermore, the Secretary of Defense must certify that providing this equal pay will not harm the Force Structure or recruiting or retention of Active-Duty Components. This report has not been published yet. EANGUS will continue to monitor this legislation and update our members as information becomes available.   While EANGUS does not believe that providing equal incentive pay will damage the Active Components, ensuring that this section is tracked very closely to implement this incentive pay will be essential.

Yet another parity issue that EANGUS is working on is GI Bill Parity. EANGUS has been educating Congress on the need to adjust the GI Bill for many years. There are strict limitations on what type of status and periods a National Guard Servicemember must serve on Active-Duty orders to qualify for Post 9/11 GI Bill benefits. In March of 2021, EANGUS gained the support of several members of the House of Representatives to have the H.R. 1836, Guard and Reserve GI Bill Parity Act of 2021, introduced for consideration. This bill would expand the eligibility criteria for the National Guard and Reserve components to make it easier for these Servicemembers to qualify for this benefit. This bill would allow Guard and Reserve Servicemembers on active duty for training orders to earn qualifying time towards Post 9/11 GI Bill eligibility. Additionally, starting in 2032, this bill would allow inactive duty training (IDT) as a qualifying time towards Post 9/11 GI Bill eligibility. Currently, we are still looking for a sponsor in the 118th Congress.

EANGUS sent out a Call-To-Action on this bill in January 2022 to ask our membership to respond and let their congressional members know the importance of this legislation.   Our voices were heard, and on January 12, 2022, the House of Representatives approved HR 1836. This legislation was passed and considered by the U.S. Senate in bill number S. 1349. Although it did not pass during the 117th Congress, we know that Congress knows this is still a significant concern, and we eagerly await this legislation in the 118th. EANGUS will continue to communicate with Congress to express the importance of this legislation and continue to work on your behalf to ensure that the National Guard receives the benefits they duly deserve.

Taxes: Update Tax Laws and Policies to Reflect Changes in the Military

As we are well into the 118th Congress, EANGUS would like to update you on our work to improve the current Tax laws for both Servicemembers and employers. As a retired enlisted servicemember, I understand our everyday financial struggles and the important role employers play in recruitment and retention. Below you will see some of the proposals the EANGUS Legislative team has been working on, and as always, if you have questions or concerns, please feel free to contact me. 

Tax Credit for Employers 

EANGUS urges the 118th Congress to establish a tax credit for employers who hire Guard and Reserve members and retain them through periods of deployments 26 U.S. Code § 38. General business credit. 

Guard and Reserve servicemembers continue to experience problems maintaining employment because of the demands for meeting the increased operational support provided to active duty. While employers have tried to support national security, it would be naïve to think they are not encountering problems during these times. Companies are absorbing the cost of replacing servicemembers with temporary employees or increasing overtime to fill the vacancy of mobilizations. Servicemembers have told EANGUS that they are seeing fewer and fewer Guard and Reserve hired because of the cost and disruption to companies. Because tax credits aim to promote a specific behavior, EANGUS believes offering tax credits to companies will encourage them to hire and retain Guard and Reserve members. 

Travel Expenses 

EANGUS urges the 118th Congress to amend Title 26 U.S.C. §62(a)(2)(E) to decrease the distance for the above-the-line deduction for travel expenses. 

It is time to amend the tax code to change the above-the-line deductions for Guard and Reserve members who travel more than 50 miles from their residence. Currently, the law only allows the deduction when performing military duty 100 miles from their home. This change would align the Guard and Reserve with comparable 50-mile criteria for other deductions, such as moving expenses and funeral honors. This change should have occurred ten years ago when the 2005 Defense Base Realignment and Closure Commission recommended 182 closures or realignment recommendations. History has shown that BRAC implementations result in fewer installations, increasing the distance Guard and Reserve members must travel to perform duty. The 114th Congress proposed this bi-partisan legislation as H.R. 4658, The Fair Treatment for our National Guard and Reservists Act. 

T.S.P. Contribution Limits 

EANGUS urges the 118th  Congress to exempt Title 26 USC 401(k) Guard and Reserve employee and government contribution limits from the new “blended retirement” plan. 

Under the new blended retirement program, some Guard and Reserve members will be forced to surrender some of their civilian retirement if they want to contribute to their military retirement because of contribution limits set by the I.R.S. Many individuals work in civilian jobs with 401k retirement programs when not in military service. For example, while members could split the $18,000 (2015) limit between the two places of employment, they would be undercutting their retirement pensions in their civilian and military retirement plans. EANGUS met with senior leaders from the Pentagon, who expressed no intent to reduce retirement benefits for Guard and Reserve through tax law. EANGUS believes this was an unintended consequence due to being unfamiliar with Title 26.

Tax Penalties

EANGUS urges the 118th Congress to update I.R.S. Revenue Procedure 2016-47 to allow Guard and Reserve members on military deployment to qualify for a waiver of the 60-day rollover requirement.

Of the eleven conditions specified by the I.R.S. as acceptable reasons to request a penalty waiver for exceeding the 60-day rollover requirement, none allow for a release in the event of a military deployment. Some of the conditions the I.R.S. does consider valid to justify a release include the taxpayer losing the check, if a taxpayer’s family member died or was seriously ill, and even if the taxpayer was incarcerated. EANGUS believes that a taxpayer who is a military member on deployment should be afforded at least the same consideration as a taxpayer in jail, who faced a postal error, or who dealt with a family illness. IRS Revenue Procedure 2016-47 “… guides waivers of the 60-day rollover requirement contained in §§ 402(c)(3) and 408(d)(3)” in Title 26. Spouse Employment

EANGUS urges the 118th Congress to create a target group for uniformed services spouses under the Work Opportunity Tax Credits to drive down the unemployment rate while incentivizing businesses with a much-needed tax benefit. 26 U.S.C. § 51(d)(1)

Since the Reserve and National Guard are considered local military forces, many believe that spouses could not have the same problem with employment as active-duty spouses. However, that is not the case according to the 2017 Military One Source spouse survey, which shows a higher unemployment rate for Reserve and National Guard U.S. Army E1-E4s, minorities, and servicemembers with no collegesome college. Because of reductions in military strength for the Reserve Component, many more people are moving for promotion opportunities.

Dependent Care Flexible Spending Account

EANGUS urges the 118th  Congress and the Administration to encourage the Department of Defense to offer F.S.A.s to the unformed service Reserve Component performing inactive and active duty.

Unlike most active-duty families, the opportunity for Reserve Component members to use daycare on installations with reduced tuition is almost nonexistent. Offering an F.S.A. would relieve them of high daycare costs and is portable for use with off-installation facilities. This is a no-cost, no-share benefit that DoD could provide to Active and Reserve families.

Who is a Veteran?:  Setting the Record Straight

Recently there has been attention put to the matter of whom and who is not considered a Veteran. This is important for military servicemembers because of the tangible and intangible consequences of being designated a Veteran. This is very concerning because the myths about a veteran’s identity affect current legislation and policy. I often find myself trying to justify National Guard service.

Perhaps the most critical aspect is the intangible consequence of being able to stand up in a crowd when Veterans are recognized for their service. The law states you are a peacetime Veteran if you served in the “active military, naval, or air service” on active duty that does not include active duty for training.

You do not have to be on orders for 180 days to be a Veteran, but you may have to in order to receive benefits! 

Servicemembers could refer to themselves as war Veterans if they served during a period of war designated in Title 38 USC 101(12). Again you do not need a specific number of days to be considered a war Veteran. However, it would be best if you were on orders for 180 consecutive days to qualify for veterans’ preference with the federal government.

There is a difference between qualifying for Veteran status and qualifying for benefits due to being a Veteran.

38 USC 101(2) The term “veteran” means a person who served in the active military, naval, or air service and was discharged or released therefrom under conditions other than dishonorable.

38 USC 101(24) The term ‘‘active military, naval, or air service’’ includes—

(A) active duty;
(B) any period of active duty for training during which the individual concerned was disabled or died from a disease or injury incurred or aggravated in the line of duty; and(C) any period of inactive duty training during which the individual concerned was disabled or died—

(i) from an injury incurred or aggravated in the line of duty; or
(ii) from an acute myocardial infarction, a cardiac arrest, or a cerebrovascular accident occurring during such training.

The subsequent activations occurred only during wartime and national emergencies, and the numbers do not include any voluntary activations.

Berlin Crisis (1961-1962; 148,034 reservists involuntarily activated)
Cuban Missile Crisis (1962; 14,200 reservists involuntarily activated)
Haiti (1994-1996; 6,250 reservists involuntarily activated)
Bosnian peacekeeping mission (1995-2004; 31,553 reservists involuntarily activated)
Kosovo mission (1999-present; 11,485 reservists involuntarily activated through 2003)

War Veteran

38 USC 101(12) The term “veteran of any war” means any veteran who served in the active military, naval, or air service during a period of war.

Under current law, VA recognizes the following wartime periods:

» World War I (April 6, 1917 – November 11, 1918)
» World War II (December 7, 1941 – December 31, 1946)
» Korean conflict (June 27, 1950 – January 31, 1955) 1950-1953; 857,877 reservists involuntarily activated
» Vietnam era (February 28, 1961 – May 7, 1975, for Veterans who served in the Republic of Vietnam during that period; otherwise, August 5, 1964 – May 7, 1975) 1968-1969; 37,643 reservists involuntarily activate)
» Gulf War (August 2, 1990 – through a future date to be set by law or Presidential Proclamation)
Persian Gulf War (1990-1991; 238,729 reservists involuntarily activated)
Iraq   (1998-2003; 6,108 reservists involuntarily activated)
Operations Noble Eagle, Enduring Freedom and Iraqi Freedom/New Dawn31 (2001-present; 896,815 reservists involuntarily and voluntarily activated as of May 27, 2014)

Veteran Status for Benefits

Once an individual qualifies for Veteran status, they may be eligible for a host of benefits if they meet other requirements. For example, a War Veteran must have 180 consecutive days of active service to qualify for 5-point “veterans preference” with the federal government.

Education assistance and home loan guarantees are additional benefits that have their qualifications before a veteran is eligible for the benefit.

As I have been in DC for about five years, having retired from the National Guard, I’m concerned that these myths are still out there and throughout the ranks in the military and lawmakers.

EANGUS would like you to participate in this Call to Action, asking the 118th Congress to re-introduce  H.R. 1854, initially introduced in the 117th by Rep Ryan (R-OH) and Rep Pallazo (D-MS). The “Reserve Employers Comprehensive Relief and Uniform Incentives on Taxes Act of 2021” or the “RECRUIT Act of 2021” is an EANGUS legislative priority for encouraging employers to hire and retain National Guard and Reserve servicemembers.

The EANGUS legislative team is dedicated to helping National Guard members with USERRA and SCRA problems; we are all too familiar with their employment problems from deployments. On the other hand, we cannot blame employers because they also shoulder a burden when Guard and Reserve are on orders. During the 117th Congress, H.R. 1854 would have provided employers a tax credit, encouraging them to hire and retain Reserve Component members. The tax credit will help employers offset the financial cost of hiring temporary employees or paying overtime when servicemembers are absent.

Taxes: Update Tax Laws and Policies to Reflect Changes in the Military

 As the last few years have shown, inflation and Taxes are always on the rise. In most instances, pay raises don’t meet the inflation or increased tax rates. The EANGUS Legislative Team has started working to help with these issues. Please take a look at the EANGUS Tax legislative positions.

Tax Credit for Employers

     EANGUS urges Congress to establish a tax credit for employers who hire Guard and Reserve members and retain them through periods of deployments 26 U.S. Code § 38. General business credit.

 Guard and Reserve service members continue to experience problems maintaining employment because of the demands for meeting the increased operational support provided to active duty. While employers have tried to support national security, it would be naïve to think they are not encountering problems during these times. Companies are absorbing the cost of replacing servicemembers with temporary employees or increasing overtime to fill the vacancy of mobilizations. Servicemembers have told EANGUS that they are seeing fewer and fewer Guard and Reserve being hired because of the cost and disruption to companies. Because tax credits aim to promote a specific behavior, EANGUS believes offering tax credits to companies will encourage them to hire and retain Guard and Reserve members.

Travel Expenses

     EANGUS urges Congress to amend Title 26 USC §62(a)(2)(E) to decrease the distance for the above-the-line deduction for travel expenses.

 It is time to amend the tax code to change the above-the-line deductions for Guard and Reserve members who travel more than 50 miles from their residence. Currently, the law only allows the deduction when performing military duty at locations 100 miles from their residence. This change would align the Guard and Reserve with comparable 50-mile criteria for other deductions, such as moving expenses and funeral honors. One might say that this change should have occurred ten years ago when the 2005 Defense Base Realignment and Closure Commission recommended two closures or realignment recommendations. History has shown that BRAC implementations result in fewer installations increasing the distance Guard and Reserve members must travel to perform duty.

T.S.P. Contribution Limits

     EANGUS urges Congress to exempt Title 26 USC 401(k) Guard and Reserve employee and government contribution limits from the new “blended retirement” plan.

 Under the new blended retirement program, some Guard and Reserve members will be forced to surrender some of their civilian retirement if they want to contribute to their military retirement because of contribution limits set by the I.R.S. When not in military service, many individuals work in civilian jobs with 401k retirement programs. For example, while members could split the $18,000 (2015) limit between the two places of employment, that would mean they would be undercutting their retirement pensions in both their civilian and military retirement plans. EANGUS met with senior leaders from the Pentagon, and they expressed that they did not intend to reduce retirement benefits for Guard and Reserve through tax law. EANGUS believes this was an unintended consequence due to being unfamiliar with Title 26.

Spouse Employment

     EANGUS urges Congress to create a target group for uniformed services spouses under the Work Opportunity Tax Credits to drive down the unemployment rate while incentivizing businesses with a much-needed tax benefit. 26 U.S.C. § 51(d)(1)

 Many people believe that since the Reserve and National Guard are considered a local military. The force that spouses could not have the same problem with employment as active duty spouses. However, that is not the case according to the 2017 Military One Source spouse survey, which shows a higher unemployment rate for Reserve and National Guard U.S. Army E1-E4s, minorities, and servicemembers with no collegesome college. Because of reductions in military strength for the Reserve Component, we have also found that many more people are moving for promotion opportunities.

Dependent Care Flexible Spending Account

     EANGUS urges Congress and the Administration to encourage the Department of Defense to offer F.S.A.s to the unformed service Reserve Component when they are performing inactive and active duty.

 Unlike most active-duty families, the opportunity for Reserve Component members to use daycare on installations that offer reduced tuition is almost nonexistent. Offering an F.S.A. would relieve them of high daycare costs and is portable for use with off-installation facilities. This is a no-cost, no-share benefit that DoD could provide to both Active and Reserve families.
